TF2 server technical issues

Over the past weeks, we've experienced some technical issues with our TF2 servers, mainly lag issues. We have come to the conclusion that the servers are definately up for the job and that the problem lies elsewhere. The main problem has been memory leaks caused by VALVe. VALVe is aware of the problem and tried to hotfix it, which caused even more memory leak.Furthermore, some of the VALVe updates has caused some quite funny bugs, such as mass-homocide in the spawn, disappearing menus, freezes and server crashes. We hope that the issue will be addressed soon.

Another problem has been that the datacenter in the Netherlands, where the EU servers are located, has been under DDOS attack. Security in the datacenter has been improved.

While we are at the servers, we have decided to implement a classlimiter on our servers to keep the amount of pyro's down to a respectable amount. The pyro classlimiter will most likely be removed at the next class update.

Other things implemented on our servers include:
- Timeleft spam caused by MOTD fixed by demm
- Removed some unpopular maps from the USA server (Fastlane and Turbine)
- New SpA points information screen added
- Time adjustedmets webserver / NTP install
